Naga Corp FC moved up to fourth in the Cambodia Premier League when they scored a 4-2win over Kirivong Sok Sen Chey FC at the National Olympic Stadium.

A goal apiece from Chin Chum after 15 minutes and then from Pich Sina eight minutes later gave Naga a 2-0 lead at the half.
J. Chukwumeka pulled a goal back for Kirivong at the hour mark before Naga then stretched their advantage to 4-1 with goals off Sun Sovanrithy in the 72nd minute and Kim Chanbunrith six minutes later.

Kirivong’s second and final goal of the afternoon came from Vin Nhuc Truong a minute to the end.

Cambodian culture in Chicago

During the genocide in Cambodia that killed 1.2 million people between 1975 and 1979 thousands of Cambodians fled for their lives. Around 5,000 Cambodians currently live in Illinois and many live in the Albany Park and Uptown areas of Chicago.
The Cambodian culture is alive in Chicago through its’ music, food, dance and religion. April is the month of the Cambodian New Year which is celebrated during a three-day festival.

One place for Cambodians to celebrate and join together is the Kampuchean Buddhist Society in Chicago.

Hamill's Khmer Rouge testimony delayed

A new date has been set for Olympic rower Rob Hamill to testify about his brother's murder by the Pol Pot regime in Cambodia has been pushed back.

Hamill was due to testify before the Khmer Rouge Tribunal on August 12, but the date was pushed back to August 18 today.

Kerry Hamill ended up at the S-21 or Tuol Sleng prison headed by Kaing Guek Eav, better known as Duch, when the yacht he and friends were sailing strayed into Cambodian waters on August 13 1978.

One crewman, Canadian Stuart Glass, was shot while Mr Hamill and Briton John Dewhirst were taken for interrogation and torture for two months before being killed.

Led by Pol Pot, who died in 1998, the Khmer Rouge emptied Cambodia's cities in the 70s in a bid to forge a communist utopia. Up to two million people died from starvation, overwork, torture or execution during the 1975-1979 regime.

Cambodia to register 12th century temple as World Heritage Site

PHNOM PENH, Aug. 9 (Xinhua) -- Cambodia will submit the application form to list 12th century Banteay Chmar temple as World Heritage Site with the heritage committee of UNESCO soon, the local media reported on Sunday.
"Listing of the temple is aiming at conservation of the heritage site and its value is humanitarian heritage," according to khmer language newspaper Kampuchea Thmey Daily.

It added that Cambodia delegation led some experts from UNESCO,and delegation from Foundation for World Heritage to visit the temple on Saturday.

The temple located in Banteay Mean Chey province, about 60 km distance in northern area of provincial town.

Cambodia has already registered Angkor Wat temple, Royal Ballet, Khmer shadow theater and Khmer temple Preah Vihear as World Heritage Sites.

Cambodia: Law On The Statute Of Judges, Not Their Retirement, Is The Right End From Which To Tackle Judicial Reform

Last June the Cambodian government ignored the jurisdiction of the nomination and discipline of judges and prosecutors of the Supreme Council of the Magistracy (SCM) when it bypassed the court and got the King, who is chairman of this supreme judicial council, to retire and replace half of the eight SCM members. The retired members were Ouk Vithun, Prosecutor General of the Supreme Court, 62, an ex-officio member; Henrot Raken, 68, Prosecutor General of the Appeal Court, another ex-officio member; Khieu Sameth, 62, President of Kandal Provincial Court, an appointed member; and Sin Dim, 66, President of Preah Sihanouk Provincial Court, another appointed member.
The government’s infringement upon the SMC’s jurisdiction is unconstitutional as it violated the independence of the judiciary of which the SCM is an integral part. Apparently the government was not happy with the lack of the SMC’s swift disciplinary action against a provincial prosecutor whose alleged faults had been widely reported in the press.

Perhaps more importantly, the government was not happy with the SCM when the latter had not retired the judges and prosecutors it had proposed. The SCM had its own reasons for not heeding the government’s proposal. It wanted to uphold its independence and exercise its authority over the nomination and discipline of judges and prosecutors.

Even more importantly, there was no law on the statute of judges and prosecutors which should set the retirement age for them. The government has not yet enacted this long overdue law and also the law on the organization of the judiciary when the country‘s Constitution has specifically stipulated the need to enact both laws since 1993. Like the law on the statute of civil servants and the law on the statute of members of the armed forces, which have not been specifically stipulated in the Constitution and which had both been enacted in the mid-1990s, this law on the statute of judges and prosecutors would determine, among other things, the age of retirement for judges and prosecutors. Without this law, the SCM would have no legal basis to retire judges and prosecutors.

The SCM did not comply with a government decree (not a law) which has been echoed by subsequent government circular letters and which fixes the retirement age of 60 for judges and prosecutors when this decree was based on no law on the statute of judges and prosecutors. This inaction has led the government to accuse the SCM of defending certain members of the judiciary who have wished to remain in active service.

Now with a new composition more amenable to the government’s wishes, the SCM sets out to retire some 27 elder judges and prosecutors, retirement which some have seen as part of the long overdue judicial reform.

However, the retirement of the four members of the SCM in June and the planned retirement of a big batch of judges and prosecutors are but palliatives to defuse mounting pressure for judicial reform. These measures have tackled this reform at the wrong end and have in no way come to address the real issue of the legal foundation of Cambodia’s entire judiciary. They have further violated the constitutional principle of the separation of powers, judicial independence and consolidated the executive control of the judiciary.

If the government is not happy with the functioning of the SCM, the Prime Minister should raise the issue with the King who is its chairman when he has an audience with him twice a month (Art.20 of the Constitution). The government should not delay any further the enactment of the law on the statute of judges and prosecutors and the law on the organization of the judiciary so that judges and prosecutors, who belong to the same body of magistrates, would have proper legal status, which they don’t have at the moment, and all courts of law would be duly established by law, which they are not at the moment. Everyone would thus be entitled to be tried by an independent, competent and impartial tribunal established by law, a right which is specifically stipulated under Article 14 of the International Covenant on Civil and Political Rights to which Cambodia is a party.

The government cannot apply the law on the nomination of judges and on the functioning of courts of law enacted in the communist days, prior to the promulgation of the current Constitution, and any decree enacted thereof when they are not among the “Laws and standard documents in Cambodia that safeguard State properties, rights, freedom and legal private properties and in conformity with the national interests, (which) shall continue to be effective until altered or abrogated by new texts” under the transitional article 158 of the current Constitution.

The absence of the law on the statute of judges and prosecutors poses a big problem of legitimacy for the composition of the SCM itself whose three judge members should be elected by their peers, an election which has been held up for 16 years, which is too long. The lack of the legitimacy of the composition of the SCM in turn questions the legitimacy of the composition of the country’s Constitutional Council which is a sort of a constitutional court, whose three members are appointed by the SCM.

The Asian Human Rights Commission (AHRC) urges the Cambodian government to prioritise the building of the legal foundation and framework of the country’s entire judiciary, its organization and the status of judges and prosecutors by enacting the law on their statute, including their retirement age, in tandem with the law on the organisation of the judiciary, two of the important laws that are specifically stipulated in the country’s constitution. This is the right end from which it should tackle judicial reform in Cambodia.

Abbas Re-Elected Leader of Palestinian Fatah Party

Western-backed Palestinian President Mahmoud Abbas has been chosen again to lead his Fatah party.

Thousands of delegates applauded as President Abbas was re-elected Fatah leader at the Palestinian movement's first convention in 20 years. He addressed the gathering in the biblical West Bank town of Bethlehem.

Mr. Abbas vowed to liberate Palestinian land and establish an independent state with Jerusalem as its capital. The statement was a direct challenge to Israel's right-wing Prime Minister Benjamin Netanyahu, who has said Israeli sovereignty over all of Jerusalem is not negotiable.
Mr. Abbas said Israel's position could lead to more conflict.

'Although we have chosen peace," he said, "we reserve the right to return to armed resistance."

The re-election of Mr. Abbas puts him in a position to resume peace talks with Israel, but he says that will not happen until Israel agrees to a complete freeze on settlement activity. His demand is backed by the United States.

Despite President Abbas's triumphant speech, the Fatah conference highlighted his weakness. The gathering has been marred by internal squabbling, with the young generation accusing the "old guard" of corruption and resisting change.

And while President Abbas rules the West Bank, he was ousted from the Gaza Strip two years ago by the Islamic militant group Hamas. Hamas, which opposes peace talks with Israel, barred Fatah members in Gaza from attending the conference, charging that the government of Mr. Abbas is illegitimate.

Those on trial Saturday included a French woman lecturer and Iranian employees of the French and British embassies in Tehran.

The European Union and Britain condemned Iran for putting on trial French lecturer Clotilde Reiss and the two embassy employees.
The Swedish-led EU presidency said actions against one EU country, citizen or embassy staff member are considered an action against the entire bloc. It demanded the detainees be released immediately.

France urged Iran to free Reiss and French embassy employee Nazak Afshar. The French Foreign Ministry said the espionage charges against the two are baseless.

And Britain's Forein Office criticized Iran for trying British embassy employee Hossein Rassam, who also faces espionage charges.

Reiss is charged with espionage for gathering information about the protests, taking pictures and sending them abroad. The state-run IRNA news agency says she confessed to her "mistakes." Rassam also is said to have confessed that he reported news about the unrest to London.

An Iranian correspondent for the U.S. news magazine Newsweek was also among the defendants at Saturday's trial.

One week ago, more than 100 detainees were brought to court on charges of organizing mass protests and plotting to overthrow the government.

Iranian authorities have arrested thousands of people in a continuing crackdown on opposition activists and protesters who contend the June 12 election was fraudulent.

Moderates and pro-reformists in Iran have condemned the legal proceedings as "show trials." Human-rights groups say any confessions were produced by harsh interrogation techniques.

Israel has recalled one of its diplomats in the United States after Israeli media publicized a confidential memo he wrote criticizing the Israeli government for harming ties with the U.S.

Jewish Settlement in Palestinian areas

Israel's Foreign Ministry said it was summoning Nadav Tamir so he could clarify his comments. Tamir is Israel's consul general in Boston, in the eastern U.S. state of Massachusetts.

Israel's Channel 10 television reported that Tamir's memo warned that the dispute with the U.S. over Israeli settlement activity in the West Bank is causing "strategic damage" to Israel. He indicated that the way the issue is being handled is a threat to the "special
relationship" between the two countries.

U.S. officials have been pushing Israel to commit to a settlement freeze to facilitate Arab concessions in the peace process. Israeli Prime Minister Benjamin Netanyahu has refused the call, saying limited settlement construction must continue to allow for "natural growth."

A delegation of 25 Republican members of the U.S. Congress visited Israel last week. The delegation's leader, Eric Cantor, said Washington should be focused on the threat of a nuclear-armed Iran instead of pressuring Israel over Jewish settlements.

Cantor is the only Jewish Republican in Congress.

Some Democratic members of the U.S. Congress are expected to travel to Israel this week.

The thorny issue of Jewish settlements topped the agenda at Israel's weekly Cabinet meeting. The right-wing government is hardening its position.

Israeli Prime Minister Benjamin Netanyahu has ruled out dismantling West Bank settlements, seen as an essential part of any final peace deal with the Palestinians.

Mr. Netanyahu told his Cabinet that the Israeli pullout from the Gaza Strip in 2005 did not bring peace or security. Israel dismantled 21 settlements back then and removed 8,000 settlers from their homes. But a year later the Islamic militant group Hamas seized control of Gaza and stepped up rocket attacks across the border.

Mr. Netanyahu said Gaza is a Hamas terror base controlled by Iran.

"We will not repeat this mistake," he said. "We will not create new evacuees."

Palestinian spokeswoman Diana Buttu says Netanyahu's position is a blow to the U.S.-sponsored peace process.

"What Washington has been looking for and what the Palestinians have been looking for is that Israel is going to actually freeze and in fact dismantle its settlements," Buttu said. "And what Netanyahu said was that he is not going to do any of that."

Mr. Netanyahu's comments came as the Palestinian Fatah movement held its first congress in 20 years. Palestinian President Mahmoud Abbas, who rules in the West Bank, was re-elected as party leader on Saturday. He said Fatah supports the peace process, but he warned that if diplomacy fails, the Palestinians could return to armed resistance.

Security experts say the coordinated cyber attacks which temporarily shut down two popular social networking Web sites Thursday were aimed at silencing a Georgian blogger critical of Russian actions against his country.

Facebook's chief security officer Max Kelly said the simultaneous attacks were aimed at a user known as "Cyxymu" who had accounts on Facebook, Twitter, LiveJournal and other affected sites.

Media reports have identified "Cyxymu" as a 34-year-old Georgian economics professor named Georgiy.

In an interview with the Guardian newspaper, the blogger said he believed the attacks were an attempt to silence his criticism of Russia's conduct in the war over the breakaway region of South Ossetia, which began a year ago Friday.

Twitter co-founder Biz Stone said in a blog post Thursday that the company preferred not to speculate about the motivation behind the malicious attack.

Security experts said hackers appear to have hit "Cyxymu" with a two-pronged assault on Thursday.

They said the attackers first sent out a wave of spam which appeared to have come from "Cyxymu," a technique intended to discredit a user by making him appear to be the source of large amounts of junk email.

Then, the hackers launched a so-called distributed denial-of-service (DDOS) attack designed to overwhelm a website's servers with communications requests.

Georgiy, who has refused to give his surname in separate interviews with the media, says "Cyxymu" is the Russian spelling of his hometown, Sukhumi, the capital of Abkhazia, a second Georgian breakaway territory.

A large DDOS attack disabled a number of Georgian government Web sites during last year's conflict.

Venezuela Returns Ambassador to Colombia

Venezuelan President Hugo Chavez has ordered his ambassador to Colombia back to Bogota, just days after recalling him.

Mr. Chavez, who made the announcement Saturday, pulled Gustavo Marquez from his post just over a week ago amid progress in plans by Colombia to accept more U.S. troops at seven military bases.

The United States has been in talks with Bogota about relocating drug interdiction flights to Colombia.

Mr. Chavez was also angry about accusations by Bogota that he had supplied arms to Colombia's FARC rebels.

Last month, Colombia said it had captured weapons from FARC that had been produced in Sweden and sold to Venezuela.

Mr. Chavez frequently make threats against Colombia, generally followed by calls for peace within days.

U.S. President Barack Obama, Canadian Prime Minister Stephen Harper, and Mexican President Felipe Calderon are holding a two-day meeting in Guadalajara.

They are expected to talk about economic recovery and the increasing violence of Mexico's drug cartels.

Canada is America's top trading partner. Mexico is number three
he two U.S. neighbors have criticized the "Buy American" clause in the $787 billion U.S. stimulus bill. The clause requires stimulus-backed public works projects to use U.S.-made materials, although Congress has made changes to the bill to include various exceptions.

Canada and Mexico say the requirement hurts businesses on their side of the border.

Mexico is also likely to seek a resolution of a trade dispute with the U.S. involving Mexican trucks.

The U.S. violated a NAFTA accord when it canceled a program allowing some Mexican trucks to operate in the U.S. Mexico responded by imposing retaliatory tariffs of $2.4 billion on U.S. goods in March.

Other issues to be discussed at the summit include clean energy and the H1N1 swine flu which has spread through the U.S. and Mexico this year.

FBI Raids Travel Agency to Investigate Missing Somalis

The U.S. Federal Bureau of Investigation searched the office of a Minnesota travel agency this week for clues to the disappearance of 20 Somali-American men believed to be fighting in Somalia's civil war.
Omar Jamal, spokesman for the Somali Justice Advocacy Center, says the owner of Amana Travel was approached several months ago by two young men who wanted to travel to Somalia. Jamal says the owner, Ali Mohamud, refused to book the tickets when he learned the young men's parents were unaware of their plans.

But about 20 Somali-American men from the Minnesota area, including those two young men, have disappeared in the last two years. They are believed to be in Somalia fighting with the Islamist militant group al-Shabab against the Somali government and its allies.

The U.S. considers al-Shabab a terrorist group.

One of the young men who disappeared, 19-year-old Jamaal Baana, was reported killed during fighting in Mogadishu, Somalia's capital.

A Somali-American man has already pleaded guilty in a U.S court to providing material support to terrorists, and another says he will plead guilty to the same charge.

Amana Travel owner Mohamud is facing separate charges of fraud and felony theft, for allegedly taking money for tickets he never bought and pocketing the refunds of tickets he canceled.

Large numbers of Somalis came to the United States after the fall of Somalia's last stable government in 1991.

Many of them settled in Minneapolis, a large city in Minnesota.

U.S. Secretary of State Hillary Clinton says the U.S. and South Africa plan to enhance their cooperation bi-laterally and beyond. Mrs. Clinton was speaking following a meeting with South African President Jacob Zuma.

Secretary Clinton, speaking following a brief meeting with President Zuma in Durban, said she and South Africa's international relations and cooperation minister have been instructed by the leaders of their two countries, to work at building stronger ties.
"We have been tasked by our respective presidents the foreign minister and I, to put meat on the bones, so to speak, to get to work to make sure that the expectations of both President Zuma and President Obama are met as we work more closely together on our bi-lateral relationship as well as on regional and global challenges. And that we need to be leading on not only for the betterment of our nations, but the world," she said.

Mr. Zuma said the two countries wished to take their relationship to a higher level.

The secretary said she and the South African president discussed a broad range of African issues from Somalia to Zimbabwe.

The United States wants South Africa to step up its leadership role in Africa, particularly in the area of trade. In an earlier address to business leaders in Pretoria, Mrs Clinton says that there is great untapped potential on the continent.

"We believe that South Africa has so much more economic potential and it cannot exist as an island of relative prosperity amid a sea of untapped opportunity elsewhere on the continent," said Mrs. Clinton.

But increasing trade with African countries may be more complex than it at first appears. South Africa is currently in a recession and must respond to major domestic issues such as the highest global incidence of HIV and AIDS; widespread poverty and an unemployment rate of just over 24 percent.

An increase in Iraqi violence continues to concern analysts who worry that insurgents are increasing their sectarian attacks. The latest was a car bomb Friday in Mosul that killed at least 50 Shi'ite pilgrims. Also on Friday, the first deputy speaker of the Iraqi Council of Representatives spoke at the United States Institute of Peace in Washington, an independent institution set up to promote peaceful resolutions to international conflicts.

Friday was the second-deadliest day in Iraq since American forces withdrew in June, with more than 50 killed.

A roadside bomb took the lives of several Shi'ite pilgrims on this minibus entering Sadr City, one in a series of attacks that concern analysts who fear insurgents are increasing sectarian violence.

The first deputy Speaker of Iraq's Parliament spoke before the United States Institute of Peace. Later, in an exclusive interview with VOA, Sheihk Khalid al-Atiya said the situation is improving.

The Parliament, including member Sheikh al-Atiya, will debate the structure of upcoming national elections during the next five months. He supports open lists, meaning people can vote for individual candidates or the party, which lists its candidates by name. Instead of voting for the party with no named candidates. He also likes the multiple district system.

"This will also contribute to the precise representation of the population and encourage them to widely participate in those elections and interact with it," he added.

And that, the Sheikh says, could take the country out of Civil War and direct it toward rebuilding.

The 2.06 meter-tall Isner won the first set of their semifinal, 7-6, but Roddick came back to win the second set, 6-2. Roddick, a three-time champion at this event, then finished the 2.31 hour match by winning the third set, 7-5. Roddick says Isner made him play his best game.

"With someone who serves that big you are at the mercy of their first serve. If they are making first serve life is going to be a lot more difficult. I think John made me play my best tennis tonight. Made me play well."
Roddick will next play defending champion and second seed Juan Martin Del Potro of Argentina. Del Potro ousted fourth seeded Fernando Gonzalez of Chile in straight sets (7-6, 6-3).

In the first semifinal, the temperature hovered around 30 degrees Celsius and rose throughout the day. Afterward, Del Potro said the heat and humidity affected both players.

"It was very tough for both [of us] to play with this heat," said Del Potro. "We feel the humidity and the court was so hot. I did short points and I have time to recover before the final, but it was very difficult."

NATO Friendly Fire Wounds at Least 5 Afghan Police

NATO and Afghan officials say at least five Afghan police officers were wounded early Saturday, when NATO helicopters mistakenly fired on them.

NATO says its forces were responding to small arms fire from insurgents in Ghazni province, when two of its Apache helicopters fired on police by mistake.

The alliance says at least one Afghan police officer was in critical condition. Afghan officials confirmed the incident and said at least six police were wounded.

NATO says it is conducting an investigation.

The alliance says it is also investigating reports that two Afghan civilians were mistakenly killed in neighboring Uruzgan province Friday, while troops fired mortars at insurgents.

More than 100,000 foreign troops are fighting Afghanistan's growing Taliban insurgency. Violence this year has hit the worst level in Afghanistan since the Taliban was ousted in 2001.

Typhoon Morakot Bears Down on China

Authorities in China's coastal provinces say about 500,000 people have been evacuated. Schools were closed and flights canceled in the region.

Weather forecasters expect the storm to weaken as it moves inland.

The storm hit Taiwan late Friday. More than half a million homes lost electricity. Roads and air traffic were paralyzed Saturday. Officials say the typhoon caused millions of dollars in agricultural damage.

Before hitting Taiwan, rains and wind from Morakot triggered flash floods in the Philippines, killing 12 people, including three French tourists and two Philippine nationals Thursday.

A landslide Friday killed at least 12 miners and injured many others in northern Luzon, near the city of Baguio.

Typhoons normally strike the Asia-Pacific region between July and September.

45 Killed in India Landslide

Officials in India say at least 45 people have been killed in a landslide that swamped three villages after heavy rains in the country's north.

The deadly landslide struck Saturday in Pithoragarh district in Uttarakhand state, 500 kilometers from New Delhi.

National Security Adviser: US Believes Mehsud Dead

U.S. President Barack Obama's national security adviser says the United States believes Pakistani Taliban leader Baitullah Mehsud is dead.

Retired General Jim Jones said Sunday on Fox News Sunday that all the evidence Washington has suggests Mehsud died last week. Reports from Pakistan said Mehsud was killed by a U.S. missile strike on his father-in-law's compound.

Jones said there appears to be dissension in Mehsud's organization, but he could not confirm Saturday's reports of a shooting involving two rival Taliban commanders fighting over who would succeed the leader.

Pakistani officials said reports suggest a fight erupted during a meeting (shura) between Wali-ur-Rehman and Hakimullah Mehsud, and that one of them died.

Another Taliban commander, Noor Sayed, denied there had been any such confrontation. Reuters reported Sunday that Rehman called one of its reporters to deny that any meeting took place.
Mehsud commanded Tehrik-e-Taliban Pakistan, a network of at least 13 groups, and claimed responsibility for suicide bombings across Pakistan.

The Pakistani government accused Mehsud of being behind the assassination of former Prime Minister Benazir Bhutto in December 2007, a charge he denied.

The United States put a $5 million bounty on Mehsud, who it says had close ties to al-Qaida operatives.

Meanwhile, police in southwestern Pakistan say they found the bullet-ridden bodies of four of their fellow officers early Sunday.

Separatist rebels in the country's Baluchistan province had acknowledged kidnapping the police. During the past few weeks, the rebels have killed 12 police officers.

Officials say the separatists are holding 10 other hostages with demands that the government releases prisoners.

For years, armed militants and other nationalist groups in Baluchistan have been campaigning for greater control of the province's gas and other resources.

Burma Braces for Verdict of Aung San Suu Kyi

Burma's state-run newspaper, The New Light of Myanmar is warning citizens not to incite protests on Friday, when the verdict for opposition leader Aung San Suu Kyi will be handed down.

Security has increased near the Insein prison in Rangoon, where the pro-democracy leader has been on trial for more than two months on charges of violating the terms of her house arrest in May.

She faces five years in prison for allowing an American man to stay at her lakeside home, after he swam there uninvited last May.

One of Aung San Suu Kyi's attorneys, Nyan Win, told reporters that she is holding up well but is "preparing for the worst." He says she has asked for several English, French and Burmese language books to pass her time in prison if she is convicted.

Critics say Burma's military junta is using the trial as a pretext to keep her from participating in next year's elections.

United Nations Secretary-General Ban Ki-moon says the regime is missing "an important opportunity" to engage with the international community, especially those who want to see Aung San Suu Kyi go free.

The 64-year-old Nobel Peace Prize laureate has has spent 14 of the past 20 years under some form of detention, mostly house arrest.

Overseas Employment Agencies Offer Services on Credit

RANGOON — To meet a growing demand from overseas employers, employment agencies in Burma have begun offering their services at a discount or on credit to persuade more Burmese workers to apply for jobs abroad.
“We are introducing a credit scheme which allows successful applicants to pay only half of the service fee before they leave Burma, and the other half from their earnings while working abroad,” said the manager of an overseas employment agency in Rangoon’s Kamayut Township. “Other companies are giving discounts to get people to sign up,” he added.

With the demand for cheap Burmese labor growing in countries recovering from the sharp economic downturn of the past year, many job-hunting agencies are even turning to rural areas in search of new recruits.

“Recruiting agents are sent to Upper Burma to find workers to go to Malaysia. They get US $50 for each new worker they recruit,” said a broker working for an overseas employment agency in Rangoon. “If they can find a person who wants to work in Singapore, they get $110 per head.”

However, many agencies say they are still having difficulty filling orders from Malaysia, Singapore and the United Arab Emirates (UAE) because the number of overseas job-seekers is steadily declining.

“I received more labor recruitment orders this month,” said the owner of an overseas employment agency in Botahtaung Township, Rangoon. “But those who want to go abroad can’t afford the service fee.”

The cost of finding a job overseas is high by Burmese standards, and often proves to be an insurmountable obstacle for those seeking opportunities to earn money abroad. For a job in Malaysia, for instance, applicants must pay between $600 and $1,100, depending on the type of job.

Malaysia is one of the most popular destinations for Burmese who want to work abroad, with many kinds of jobs available in a variety of industries, from restaurants to rubber plantations and furniture factories.

“Work orders from Malaysia have been increasing since July,” said an employee of the Thuka Su San Overseas Employment Agency in Rangoon. “The economic situation in Malaysia is improving and workers can get overtime work again now.”

Although Malaysia continues to attract Burmese workers, better-paying jobs in Singapore remain beyond the reach of most. Service fees for finding work in Singapore are set at around $2,200, and applicants are also required to have a command of English and some other skill, such as driving or carpentry.

“Service fees for Malaysia are cheaper and there is no education qualifications to get a job in the country,” said the employment agent from Thuka Su San. “That’s why we get more laborers from rural areas going to Malaysia, while those going to Singapore are from urban areas like Rangoon.”

However, the number of workers going to Singapore has sharply decreased, with each agency sending just one or two workers a month. In some months, they can’t even send one.

For other destinations that promise even better wages, such as the UAE, prohibitively expensive service fees mean that there are few takers for the jobs available.

“A worker at a shipping dock in the UAE can earn the equivalent of $17 a day plus accommodation and meals,” said an agent from the A Win Win Overseas Employment Company in Kamayut Township. “But few people are interested in the job because they can’t afford the $1,500 service fee.”

In Burma, there are 131 overseas employment agencies officially registered by the Ministry of Labor. However, some agencies have been deregistered due to the economic downturn.

Duong Sam Ol: A Great Soldier

On April 27, 1954, the Geneva Conference produced the Geneva Agreement which supported the territorial integrity and sovereignty of Indochina thereby granting its independence from France. In addition, the Conference declaration agreed upon the cessation of hostilities and foreign involvement (or troops) in internal Indochina affairs.

Vietnam must withdraw their armed forced from Cambodia but never did since then to these days.

The Vietnamese armed resistance (Vietminh) for Vietnam liberation from France was very active all over Cambodia from inside to outside. Indeed, to run Cambodia, French colonial administration used Vietnamese cadres. By this way, Vietnamese officers were infiltrated in the Force Royale Armée Khmer (FARK), Security forces and civil administration.

To fight against the Vietminh, French Army created district armed forces. At the village level, French army armed Cambodian villagers with rifles and ammunitions. In order to get armament and ammunition from French Army, the chief of village must do first the survey, how many families, how many people lived in his village? Hence, the Chief of village must fill the forms of the survey of their village. The Vietnamese village’s chiefs in Cambodia knew very well how to make that kind of paper works of survey while Cambodian villages in majority illiterate, except Khmer Krom villages in Cambodia, didn't.

Finally, all the Vietnamese villages in Cambodia got their rifles and ammunitions from French Army to defend their villages against the Vietminh. But in reality, these rifles and ammunitions went straight to the Vietminh. After a few skirmishes, the Vietnamese villagers, in connivance with the Vietminh, abandoned their rifles and ammunitions to the Vietminh. On other hand, the Vietminh got also their rifles and ammunitions from the Vietnamese cadres in FARK and Security forces.

That was the main avenue the Vietminh got armament and ammunitions from French Army to fight against French Army during the French colonialist war, 1945-1955, and later to dominate all Indochina.

Immediately after Geneva Agreement 1954, France Army demobilized the district Cambodian armed forces, stocked pile their armored vehicles, canons, mortars, machine guns rifles and ammunitions and brought them back to France. But the Vietminh were very active to steal theses armaments and ammunitions from French stock piles. Almost half of the French stock pile armament and ammunitions was looted and went straight to arm the Vietminh.

Only two Cambodia generals, General Lon Nol and General Duong Sam Ol saw the danger for Cambodia. General Lon Nol and Duong Sam Ol fought with the Vietminh to get some 5,000 rifles Garand M1 and Enfield and ammunition from French stock pile. To hide these 5,000 Garand M1 and Enfield and ammunitions, General Lon Nol and Duong Sam Ol buried them all in Long Vek district.

FARK of King Norodom Sihanouk did not fight at all against the North Vietnamese Army which continued to occupy Cambodia.

FARK was very ill equipped, had never been trained, and never fought. King Sihanouk was afraid of the FARK’s coup. Even his uncle Sisowath Monireth made a coup to topple him in 1946.

In the 1950s General Lon Nol, Samdech Sangh Chuon Nath and Iv Tout believed firmly that Vietnam would never withdraw their armed forces from Cambodia, and Vietnam will swallow Cambodia. To free Cambodia, Cambodia need a strong army, well trained, well led and well equipped. Hence the three national leaders decided to create a secrete army of Special Forces, independent of the FARK. They named it KANSEIGN SAR [white scarf]. Khmer Krom and Khmer Krom Vat supported enthusiastically from the start financially and in human resources the creation of the secrete armed forces.

In 1958, General Lon Nol, Samdech Sangh Reach Chuon Nath and Samdech Sangh Pravanarath Iv Tuot would equip the Special Forces KANSEIGN SAR with these 5,000 rifles Garand M1 and Enfield that General Lon Nol and Duong Sam Ol buried in Long Vek.

In 1979, when the People Army of Vietnam (PAVN) invaded Cambodia, General Duong Sam Ol was stuck in Cambodia. He was hiding in Phnom Penh suburb Stung Mean Chey with Sarin Chhak and Ang Kim Khoan families for more than one year. Chau Dara, one of Resistance chiefs, sent a team led by his bodyguard Phéng, now living in Massachusetts, to bring General Duong Sam Ol to Thailand. Chau Dara commanded an army division of 10,000 soldiers. Dara needed a well known Cambodian leader to lead the Armed Resistance to free Cambodia. Chau Dara had refused to eliminate Son Sann and General Dien Del and Co in spite of the CIA insistence because he has sweared to Buddha, he will not kill no more Cambodian brothers.

The Duo General Duong Sam Ol/Chau Dara might well lead Cambodia to the victory, but fate had decided otherwise.

Phéng, the bodyguard, met with these three eminent families. But in a split second, Sarin Chhak, our national hero for his thesis of Doctorat en Droit on Cambodia borders, lose his way and later disappeared in Vietnamese incarceration. Only Genera Duong Sam Ol and Ang Kim Khoan escaped to Thailand under Phéng leadership.

Chau Dara deemed that Prince Sihanouk and Son Sann were incompetent and a big obstacle toward Cambodia’s victory. Even the CIA station chief advised Chau Dara to decapitate the FNLPK leadership and took over the movement. Son Sann and General Dien Del launched a smear campaign against Chau Dara and General Duong Sam Ol to Thai military and asked Thai military special force to hunt down Chau Dara and General Duong Sam Ol. Chau Dara and General Duong Sam Ol were wanted for 50,000 Bath reward per head. Chau Dara and General Duong Sam Ol went to hiding until Père Venet sneaked General Duong Sam Ol out the refugee camp and brought him to France. The CIA Station Chief brought Chau Dara to the States and said, we will meet again in thirty years if Cambodia is lucky enough of not being swallowed by Vietnam and when Sihanouk was no more in political arena.

The US can do nothing to help Cambodia when Sihanouk is there politically, said the CIA agent.

General Duong Sam Ol died on Wednesday August 5, 2009 at Hospital LAGNY, FRANCE, at 93 years old. He was a great soldier!

Indonesia police storm Java house

In a separate incident, police said they had killed two suspected militants in a raid on a house in the Bekasi area, near the capital.
Indonesian police have stormed a house in central Java believed to contain one of South-East Asia's most wanted men.

The move came after a stand-off lasting 17 hours which included exchanges of gunfire and several explosions.

Local media have reported that the man, Noordin Mohamed Top, was killed, however there has been no confirmation from the police.

Noordin, a Malaysian citizen, is suspected of involvement in last month's bombings of two Jakarta hotels.

Police said the anti-terror operation in the Temanggung district followed the arrest on Friday of several suspected militants loyal to Noordin.
Five others were arrested and up to 500kg of explosives were seized.

Gen Bambang Hendarso Danuri said the two men had been shot because they were about to detonate hand-held bombs.

They were would-be suicide bombers from a cell loyal to Noordin who were preparing to attack "special targets" in two weeks, he added.

Workshop raid

Almost a day after surrounding it, members of Indonesia's elite anti-terrorism unit entered the remote house in a rice paddy field outside Temanggung at 0945 (0245 GMT) by blowing in one of the doors.

Several minutes later, after further explosions and exchanges of gunfire, officers were seen leaving with their helmets off and shaking hands with each other.
Police spokesman Nanan Soekarna said police believed Noordin and two or three of his followers were inside, but could not say whether they had been killed or injured.

The authorities have closed off the area, but ambulances were later seen arriving and two body bags were taken from inside the building, according to the AFP news agency.

On Friday evening, Mr Soekarna said two men had been arrested in a workshop in a market in Temanggung, and that they had led police to the house nearby, as well as the building in Bekasi.

Noordin was accused of being the key recruiter and financier for the regional Islamist militant group, Jemaah Islamiah.

He is thought to have been behind bomb attacks on the Jakarta Marriott in 2003 and the Australian embassy in 2004, and also on a series of restaurants in Bali in 2005 in which more than 20 died.

A lull in attacks since 2005 came to an end in July with the suicide bombings on two hotels in Jakarta that killed nine people and wounded 53, raising concerns that Noordin was becoming active again.

Correspondents say the search for Noordin has focused on central Java because he is believed to have a network of sympathisers there.

He is the Indonesian police's main target and there is a $100,000 (£59,000) reward for information leading to his capture.

4 AUGUST 2009 – ANOTHER DARK DAY FOR JUSTICE AND DEMOCRACY IN CAMBODIA

The Cambodian Center for Human Rights (CCHR) regrets the verdict of the Phnom Penh Municipal Court on 4 August 2009 in the case of Sam Rainsy Party (SRP) lawmaker Mu Sochua, and condemns the police’s treatment of SRP members and supporters that followed this verdict. This verdict provides further proof that the Cambodian judiciary is a political tool of the Royal Government of Cambodia (RGC) used to silence opposition voices. Moreover, the violent scenes that followed the verdict are testament to the RGC’s hostility towards democracy and the freedoms of expression and assembly.
The verdict against Mu Sochua was the culmination of four months of political strong arming by Prime Minister Hun Sen, during which time Cambodians and the international community were given the opportunity to witness the extent to which the Cambodian judiciary and legal system is under the control of the RGC. During this period a campaign against the pillars of democracy; lawyers, politicians, journalists and NGOs, has been conducted through the medium of the Cambodian Court system with charges of criminal defamation, disinformation and incitement being initiated against, to name just a few; Hang Chakra, Soung Sophorn, Moueng Sonn, Dam Sith and Ho Vann.

On 24 July 2009 Mu Sochua stood before the Phnom Penh Municipal Court with no legal representation, her original lawyer having withdrawn from the case as a result of threatened disciplinary action against him by the Bar Association of Cambodia. In her opening statement and closing remarks, Mu Sochua called on the Municipal Court to prove its independence and to avoid making a political decision. The SRP parliamentarian exercised her right to silence when questioned by the Presiding Judge, the Prosecution and the Civil Party Lawyer, seemingly protesting against her lack of legal representation. Article 14 of the International Covenant on Civil and Political Rights, which is part of Cambodian law by virtue of the Constitution, guarantees the right to a lawyer of one’s own choosing, a right that had already been denied in this case.

On 4 August 2009, the Phnom Penh Municipal Court delivered its verdict finding Mu Sochua guilty of having defamed Prime Minister Hun Sen and sentencing her to pay a fine of 8 ½ million riel and a further 8 million riel in compensation. This verdict represents a nadir for the Cambodian political and judicial systems and any supposed separation thereof.

Upon hearing the verdict, Mu Sochua and her followers attempted to walk to the SRP headquarters on Sothearos Boulevard. The scenes of violence that followed, whereby members of the various police forces that were present attempted to intervene and prevent a peaceful march, evince an absolute disregard for democracy and the freedoms of assembly and expression. During these scenes the following incidences are reported to have occurred:

* Mr. Chan Cheng, 52, SRP lawmaker in Kandal province was first hit with a baton by a policeman at the corner of Olympic Market, and later kicked in the chest in front of Langka pagoda;
* Mr. Yon Tharo, another SRP lawmaker, was hit three times with a police baton;
* Ms. Mu Sochua’s hair was pulled, and she received bruises and cuts to her body;
* Ms. Seng Theary, former Executive Director of the Center for Social Development, was forcibly removed from the crowd;
* Mr. Seng Cher, 45, from Kandal province and Mr. Ly Ne, 33, were arrested and released one hour later.
* Mr. Yon Tharo’s bodyguard was also arrested. Before his arrest, he was hit on the head, kicked and kneed by up to 10 police officers. He has since been released.
* Ho Sirin, 42, SRP activist was grabbed by the throat, kicked and kneed. He said a policeman in black uniform flashed a gun at him so he decided to stay still.
* An old woman, aged 70, was beaten from behind on her back and around her waist.

The violent scenes of 4 August 2009 that followed a politically motivated verdict by the Phnom Penh Municipal Court capped what will be long remembered as another dark day for justice and democracy in Cambodia. The CCHR regrets the verdict and condemns the manner in which the police handled a peaceful procession.

THE organiser of the ill-fated Miss Landmine pageant still wants to show his appreciation to the contestants, despite being told by government officials that a meeting with the women would be "absolutely out of the question".
The Ministry of Social Affairs issued a decree on Sunday banning organiser Morten Traavik from staging the event, which had been intended to celebrate land mine survivors.

Traavik said the ministry has since instructed its provincial offices not to assist any of the women in travelling to Phnom Penh to meet with him, where he was planning to host a dinner and give each of them a gift of US$200.

"If they refuse to let me meet with Cambodian citizens ... as a private person, that is an even more blatant example of an authoritarian system," Traavik said.

Despite these frustrations, Traavik plans to comply with the government decree, although the Miss Landmine Web site, hosted on foreign soil, will remain online.

"I'm a Norwegian citizen.... But for my Cambodian friends and partners, I have to put their well-being in front of everything else," he said.

On Wednesday, the Cambodian Disabled People's Organisation (CDPO) issued a statement in support of the government ban. CDPO officials had previously collaborated with Traavik on the pageant.

"We would like to express our gratitude for the valuable recommendations of ... [Minister of Social Affairs] Ith Sam Heang, who offered his timely advice to the CDPO," the statement read.

CDPO's executive director, Ngin Saorath, said that the organisation works closely with the ministry on a variety of projects and must maintain good relations. "What the government decides, we have to respect," he said.

Traavik was unsurprised by the CDPO's reversal, saying that their statement was written "in full understanding" with him.

The two accused murderers of labor leader Chea Vichea will be summoned back to the Appeals Court later this month, sources close to the court said Tuesday.

Born Samnang and Sok Samoeun, both widely considered innocent of the crime, were released provisionally from jail earlier this year by the Supreme Court, which ordered the Appeals Court to reinvestigate the guilty verdicts against them.

“When I first received the summons, I felt excited, but later I felt stressful,” Sok Samoeun told VOA Khmer. “Justice will come to me soon; I strongly believe that.”

The two men each face 20-year prison terms. They were summoned to appear Aug. 17.

Their release last year was lauded by international and local observers, who have said they were convicted as scapegoats in the absence of compelling evidence and testimony.

They had already been in prison nearly five years when the Supreme Court ordered them released in December 2008.

“I want the case to end soon because I am innocent,” Born Samnang told VOA Khmer. “I have done nothing. I am waiting for the court to pass its judgment.”

Chea Vichea, who was gunned down in Phnom Penh in January 2004, was a popular labor leader able to mobilize great masses of workers. Supporters of Born Samnang and Sok Samoeun say his true killers remain at large.

Chea Vichea’s brother, Chea Mony, who now leads the Free Trade Union his brother once did, said he knew “absolutely nothing” of the court date, and said he had been kept in the dark over the proceedings.

Chea Mony said he would like to see former Phnom Penh police chief Heng Pov called to the Appeals Court. Heng Pov, who has said he was present during criminal acts planned by high-ranking officials, is facing a battery of charges from extortion and kidnapping to murder.

Heng Pov led the investigation in the Chea Vichea killing, and he too has said the two men were innocent.

Born in Cambodia, Angelina spotted him in an orphanage while as a Goodwill Ambassador for the UN High Commissioner for Refugees. She had previously been in Cambodia while filming Tomb Raider and was taken with the country. Upon meeting Maddox, who was known as Rath Vibol, she applied to adopt him and it was made official on March 10, 2002.

At the time, Angelina was married to Billy Bob Thornton, but the two divorced and Angelina was granted sole custody. Angelina famously went on to meet Brad Pitt in 2005 and the two actors forged a relationship. It wasn't long before Brad adopted Maddox, along with Zahara, Angelina's adopted daughter from Ethiopia. They Jolie-Pitt clan has grown steadily since then, and now Maddox has even more siblings: Shiloh, Pax, Knox, and Vivienne.

Maddox has toured the world in his short life. Some of the exotic locales include India, Jordan, Namibia, France, Spain, Italy, Cambodia, the UK, and even recently went to Iraq. He spends part of his time in the Jolie-Pitt homes in New Orleans, France, Los Angeles, and New York. As such, he speaks French and Angelina has stated before that she wants him to learn about his Cambodian culture and plans to take him there frequently as he grows older.

OPPOSITION lawmaker Mu Sochua was convicted Tuesday of defaming Prime Minister Hun Sen, prompting her to brand the decision as a "political game" that has cast Cambodia's judicial system "into darkness".

In a hearing on Tuesday, which was closed to the press, presiding judge Sem Sakola ordered the Sam Rainsy Party parliamentarian to pay 8.5 million riels (US$2,028) in fines and 8 million riels ($1,909) in compensation to the prime minister.

Speaking to reporters outside the court, Mu Sochua remained defiant, saying the verdict was based on a "politician's order" and would not succeed in silencing her dissent.

"I cannot accept this decision," she said. "It is clear that this decision was based on political interests, not on the law."

The Kampot province lawmaker, who faced the court without legal representation after SRP lawyer Kong Sam Onn resigned his post after facing defamation charges himself and defected to the ruling party in June, said she refused to pay the fines levied by the court and vowed to continue her fight for justice.

She added: "As a national and international principle, all classes of people must be judged by an independent court that is unbiased and not related to any political power."

Despite past suggestions that the SRP would pay the fine on Mu Sochua's behalf, SRP President Sam Rainsy told reporters that the party would "stand behind" her stance on the issue.

The verdict brings to a close a four-month standoff between the two politicians, which began following a speech Hun Sen made in Kampot province on April 4. Mu Sochua alleged that the premier made derogatory references to her, prompting her to file defamation charges against him.

Hun Sen's lawyers countersued, and Mu Sochua's case was dismissed June 10 by the Phnom Penh Municipal Court.

Hun Sen's lawyer Ky Tech did not comment in detail on the verdict but said that if Mu Sochua did not pay her fines within a month, she would face further action.

"If one party does not pay the fine, my party will ask the court to enforce its decision, and if that party still doesn't pay, that party will be forced by the court," he said.

Tuesday's conviction provoked a fresh wave of concerns from rights groups that the government is using the judiciary to suppress outspoken critics.

"This morning's verdict was predictably unjust and shows yet again how the courts are controlled by the government and used as a weapon against its political opponents," Naly Pilorge, director of local rights group Licadho, said in a statement Tuesday.

"This verdict is a significant blow to freedom of expression and will have serious ramifications on the ability of National Assembly members to publicly speak their minds."

Sara Colm, a researcher for New York-based Human Rights Watch, said that Tuesday's verdict was a "big step" backwards, but was only the latest chapter in the government's ongoing attempt to silence its opponents.

"The shrinking of the democratic space in Cambodia goes in cycles, and this is one of the more serious reversals that we've seen," she said.

In the context of the spate of other lawsuits that have been filed against government critics and journalists, together with targeted violence over the years, she said, the verdict would send a "chilling message to people who would otherwise speak out".

Following the verdict, anti-riot police attempted to prevent Mu Sochua, opposition lawmakers and other supporters from marching from the court to the SRP's headquarters on Sothearos Boulevard.

Naly Pilorge said there were at least eight attempts to halt the march, and that officers repeatedly directed cars and motorbikes to drive through the protesters, threatening serious injuries.

The Licadho statement also claimed that two men were arrested during the march, one of whom was kicked in the groin as he was led away by police.

Though the march was unplanned, Naly Pilorge said, the number of police at the court was an indication that the use of force was "deliberate".

Ho Sey Rin, an SRP supporter who joined the march, told the Post he was manhandled by police as they tried to intervene.

"I told the police not to clash with the people's representatives, but they pulled me into their group and choked me until I nearly passed out," he said.

Theary Seng, the former executive director of the Centre for Social Development who also had several run-ins with police, said officers set out to "create chaos" in a bid to break up the march.

"All they know is violence, [so] they wanted to exact violence," she said.

"If the leaders want the people to love and respect them, they should not use violence."

Phnom Penh police Chief Touch Naruth could not be reached for comment Tuesday, but Mok Chito, head of the criminal police department at the Ministry of Interior, said that none of his men were involved in the attempts to block the march.

Cambodia's Shanty Evictions Roll On

WASHINGTON, Aug 5 (OneWorld.net) - The 60 low-income families forced to abandon their homes in Phnom Penh's "Group 78" are just the latest victims in a string of mass evictions carried out by the Cambodian government in recent years, say international observers.

What's the Story?

In mid-July, security officers entered the settlement to remove the final families that had refused to accept a government compensation offer that was widely considered inadequate and did not include any access to new land -- a key necessity for low-income families. Seven families held out an extra day, but eventually left the area as government workers dismantled homes around them.

Amnesty International monitors say the Cambodian government has been harassing the families for over three years, pressuring them to leave the area that is considered valuable real estate near two key rivers.

People have been living in the riverfront area since the early 1980s and have applied for land titles several times over the last few years. But Cambodian authorities have ignored these land ownership claims while forcing families out of the area. A final eviction notice was issued to residents of the district in April 2009, an order which goes against international law prohibiting forced evictions, according to Amnesty International.

In a series of meetings following the notice, officials warned residents that their homes would be demolished by military and police forces if they did not leave. A local commission has yet to make a decision on who owns the rights to the disputed land, and the options for accommodation and compensation were characterized as "inadequate" by Amnesty International monitors.

"Group 78 was clearly cut off from due process and denied justice," said Brittis Edman, Amnesty International's Cambodia researcher. "The Municipality of Phnom Penh made no attempts to properly consult with the affected community or explore any feasible alternative to eviction." Squeezing out the Poor in Phnom Penh

Phnom Penh's shanty towns have been a refuge over the last two decades for families who need to survive on a few dollars a day. Some people have lived in areas like Group 78 for more than 10 years, which gives them a strong legal claim to own their property, noted the BBC news service. But the government has refused to grant these families the right to the land.

"The official line is that the evictions are necessary for the development of the city," said the BBC report. But as the residents are forced out, property developers move in to build expensive apartments and shopping centers in and around Phnom Penh. By virtue of Group 78's proximity to the Mekong and Tonle Sap rivers, it is considered some of the most valuable land in the capital city.

Cambodian authorities have threatened the residents of Group 78 with eviction for three years without following any of the safeguards required under international law, said Amnesty International. No land was included in the compensation offer and many of the residents -- pushed out to make room for tourists, government officials, and the wealthy -- are unsure where they will go.

The World Bank, European Union, and a number of international embassies in Phnom Penh issued a statement condemning the forced evictions, saying actions like it are "creating uncertainty for, and putting at risk the livelihoods of, thousands of poor people living in disputed urban areas."

Life After Eviction

In past cases, low-income families evicted from their land often found conditions at government-provided resettlement sites much worse than those of their old homes. In 2006, families were relocated outside of the city, far from markets or schools, and had "no running water, mains electricity or sewage," reported the BBC.

Last year, around 300 families were forcibly evicted from a rural district in southern Cambodia and their houses burned to the ground. Some of the dispossessed, who were largely poor farmers who settled on the land believing it to be vacant, spent the night in the ashes of their homes. No prior notice or eviction order was given and no court decision was made, noted Amnesty International.

In January, over 130 families were forced to leave their homes in Phnom Penh in the middle of the night, without prior notice. These evictions are proving to be a trend to make room for property developers in Cambodia's capital, and they constitute a "grave breach" of human rights, said Raquel Rolnik, a United Nations housing expert.

"Given the disastrous humanitarian situation faced by the victims of forced evictions, I urge Cambodian authorities to establish a national moratorium on evictions until their policies and actions in this regard have been brought into full conformity with international human rights obligations," pleaded Rolnik.

In 2008, Amnesty International estimated that 150,000 Cambodians were living at risk of forced eviction.

Cambodian security forces forcibly evict 60 low-income families

Sixty low-income families in central Phnom Penh, Cambodia were forcibly evicted from their homes by security forces on Thursday and Friday.

The families dismantled their homes after three years of government harassment and intimidation, with no choice but to accept inadequate compensation rather than have their homes demolished.

"Amnesty International strongly condemns this forced eviction and the deeply flawed process that led to it," said Brittis Edman, Amnesty International's Cambodia researcher.

Before dawn on Friday, at least 70 security forces, some armed with guns and electronic batons, moved in and blocked off the area known as Group 78 where seven remaining families were holding out. Human rights workers and journalists were monitoring the situation. Dozens of hired workers demolished what was left of the dismantled houses. Within hours, the resisting families had agreed to leave.

The families in Group 78 had been living under the threat of forced evictions for three years, with the Cambodian authorities following none of the safeguards required under international law.

"Group 78 was clearly cut off from due process and denied justice. The Municipality of Phnom Penh made no attempts to properly consult with the affected community or explore any feasible alternative to eviction," said Brittis Edman. "This makes a mockery of the government's obligations to protect the right to housing."

The Municipality issued a final eviction notice to Group 78 in April 2009 and, in a series of subsequent meetings, officials, including Phnom Penh's deputy governor, warned the community that the police and military police would demolish their homes if they did not accept the compensation on offer. The community had also received information that up to 700 security forces had been mobilized for the eviction.

Group 78 residents started moving into the area on the riverfront in 1983 and have applied for formal land titles several times since 2006, but the authorities have ignored their applications in spite of official documentation proving strong ownership claims.

The final eviction order was issued by the Municipality, which has no mandate under national law to issue such a document, and without the judicial overview required under the 2001 Land Law. It was issued despite the fact that a local Commission has yet to determine who owns the disputed land. The options for alternative accommodation and compensation offered by the Municipality were inadequate.

Under international law, including the International Covenant on Economic, Social and Cultural rights (ICESCR), Cambodia is prohibited from carrying out forced evictions, and must protect people from forced evictions.

The Cambodian Government has consistently failed to guarantee the right to adequate housing and protect its population against forced evictions. In 2008 alone, Amnesty International received reports about 27 forced evictions, affecting an estimated 23,000 people. Amnesty International is repeating its calls on the government to end forced evictions and introduce a moratorium on all mass evictions until the legal framework protects human rights.

As part of its Demand Dignity campaign, launched in May 2009, Amnesty International has called on the Cambodian Government to end forced evictions and introduce a moratorium on all mass evictions until the legal framework protects human rights.

The organization also called on governments globally to take all necessary measures, including the adoption of laws and policies that comply with international human rights law, to prohibit and prevent forced evictions.

Fred De Sam Lazaro reports how Cambodians' proximity to wildlife is sparking new concerns about the spread of avian flu.

FRED DE SAM LAZARO: On the street outside Phnom Penh's most prominent Buddhist temple, the merit bird business is brisk. It's an age-old ritual in many parts of Southeast Asia based on the belief that freeing a caged bird brings merit to one's soul.

But in recent years, these wild birds have come to symbolize something very different to public health workers: potential carriers of H5N1, the avian flu virus.

PRISCILLA JOYNER, Wildlife Conservation Society: Sellers are very interested in whether or not these birds do have avian influenza. And so they're interested in knowing about the health of the wildlife and how this impacts their health, as well.

FRED DE SAM LAZARO: And their livelihood, too.

PRISCILLA JOYNER: And their livelihood, too, yes.

FRED DE SAM LAZARO: Priscilla Joyner is with the Wildlife Conservation Society. Its staff regularly tests samples of wild birds across East Asia for any signs of flu.

PRISCILLA JOYNER: A big concern here in this area is the very close proximity of people living with domestic animals and interacting with wildlife. And this can either be in the home or this can be in the market or in merit bird training. And this close proximity can be enough pressure to allow a pathogen to jump from one species to the next and then lead to a disease that otherwise may not have occurred.

FRED DE SAM LAZARO: Although so far merit birds have been free of avian flu, Joyner says Cambodia is in many ways an ideal Petri dish for its spread. People are always around wild birds and domestic animals and poultry in the markets and in backyards of this mostly rural country still recovering from decades of war.

H5N1 is common but harmless in ducks. It is lethal in chickens. And it's deadly when it does make the cross-species leap to humans. Two-thirds of the 400 people who've contracted bird flu have died.

Cambodia has seen just eight human cases since 2005. Almost all had very close contact with infected chickens. So far, the virus has not spread from human to human.

Still, Dr. Sirendes Vong of the Pasteur Institute says bird flu remains a concern, especially if it infects someone who already has another form of flu, including swine flu that spread widely in recent months.

Deadly Combination

DR. SIRENDES VONG, Pasteur Institute, Cambodia: Once humans are infected, if they're infected with seasonal flu, that's a possibility for H5N1 to mix with the seasonal flu and to come up with a new virus that would have the potential to be a pandemic one.

FRED DE SAM LAZARO: To spread like seasonal flu.

DR. SIRENDES VONG: Exactly. How deadly? I don't know. But there's a potential to get a virus that is as deadly as H5N1 and as transmissible as...

FRED DE SAM LAZARO: The bird flu?

DR. SIRENDES VONG: ... as seasonal flu or the current swine flu virus.

FRED DE SAM LAZARO: He says Cambodia doesn't have the resources to check on every case, but with agencies like Pasteur, it is monitoring selected sites across the country for any signs of flu in chickens and responding to major outbreaks.

DR. SIRENDES VONG: If there is something, there's a team from the Ministry of Agriculture, from the veterinary services, that would go to the field and investigate the phenomenon. And the difficulties, again, is to come at the early stage so that you would be able also to test at the early stage of the outbreak.

FRED DE SAM LAZARO: And they are hoping the message gets out on how to lower the risk of an outbreak, separating chickens from ducks, for example, keeping kids away from ponds where ducks swim, and improved hygiene around the backyard. It's a message that's gotten through to small farmers like Khieu Nyim.

KHIEU NYIM, farmer (through translator): I heard the news from the TV and radio. I heard that swine flu makes the pigs sick first and also infects human beings. First, I heard that it spread in Mexico, and then it also spread in America.

I take precautions for myself. I clean the pigs and make sure I wear a mask when I enter the cage.

Risk of Inter-Species Diseases

FRED DE SAM LAZARO: No one's sure whether most farmers are adopting such practices or whether most farmers can afford protective gear. And even though there's fear of the bird flu and swine flu viruses mixing, no one's sure when or if such a super-bug might emerge.

Dr. Michael O'Leary heads the World Health Organization office in Cambodia.

DR. MICHAEL O'LEARY, World Health Organization: I think it's largely a theoretical concern at this point, because we have, you know, many kinds of viruses around us all the time. And so while we have to say that it's possible that these two or other viruses may mix and result in a new virus, that's essentially always the case. We can have such a scenario any time.

FRED DE SAM LAZARO: He says the risk of diseases that jump from one species to another has risen in recent decades with dozens of examples, from Ebola to Lyme disease.

DR. MICHAEL O'LEARY: The destruction of forests or the urbanization of people, that's created new opportunities, I think, for new kinds of interaction between humans and animals. Another is the ease with which people move around the world now.

There have been so many emerging diseases in the last few decades. We've seen dozens of new diseases, HIV being only one, most of which did result from a spread of an organism from the animal world to the human world.

FRED DE SAM LAZARO: O'Leary says it will be important to strike a balance, watching for early signs of outbreaks while avoiding socially disruptive measures, like shutting down the merit bird trade or shutting down markets.

Cambodia to lift entry visa restrictions

Thailand and Cambodia have agreed to waive visa requirements for each other's citizens starting next year to mark 60 years of diplomatic relations.

The agreement was reached yesterday at the Thai-Cambodian Joint Commission meeting led by Foreign Minister Kasit Piromya and Cambodian Deputy Prime Minister and Foreign Minister Hor Namhong. The meeting was the first by the commission since talks were suspended three years ago.

The agreement to waive the visas for holders of ordinary passports is expected to be signed next year as part of activities celebrating the establishment of diplomatic ties between the two countries 60 years ago.

The decision leaves Burma as the only member of the Association of Southeast Asian Nations requiring Thais wishing to enter the country to apply for a visa.

Hor Namhong said Thailand and Cambodia also agreed to strengthen cooperation on tourism by jointly promoting the sector under the Two Kingdoms, One Destination project and would expedite the single visa policy between the two countries.

He said the two sides would hasten the next Joint Boundary Commission meeting, chaired by former Thai ambassador to Seoul Vasin Teeravechyan and his Cambodian counterpart Var Kim Hong, and resume the Joint Technical Committee meeting on overlapping maritime claims which has been suspended since 2006.

Mr Kasit said all obstacles to border negotiations would soon be resolved.

In a joint statement, the two ministers said they would work together to identify the area bridging Sa Kaeo province and Cambodia's Banteay Meanchey province before setting up a new international checkpoint.

An Emerald Triangle meeting would be held soon to help develop human resources, Hor Namhong said.

Mr Kasit and Hor Namhong yesterday also signed an agreement that would allow some prisoners, after serving minimum periods of imprisonment, to be transferred in order to serve their remaining sentences in their own country

Moreover, the two representatives have joined the sixth Thai-Cambodian Joint Committee meeting to discuss further bilateral cooperation in various aspects such as education, culture, society, sciences, economics, tourism, and security after the meetings had been suspended for more than three years.

As leaders of the former Khmer Rouge regime testify in a human rights tribunal, in harrowing detail, for the killing of more than a million Cambodians from 1975 to 1979 a central medical question remains unanswered: will the trials help a society heal or exacerbate the lingering affects of widespread trauma?

A new study offers insight, but sustains the paradox: more than 75 percent of Cambodians believe the Khmer Rouge trials, formally called the Extraordinary Chambers in the Courts of Cambodia, will provide justice and promote reconciliation, but more than 87 percent of people old enough to remember the torture and murder during the Khmer Rouge era say the trials will rekindle "painful memories."

"Cambodians have high hopes that the Khmer Rouge trials will deliver justice. However, they also have great fears of revisiting the past," says Jeffrey Sonis, M.D., MPH, an assistant professor in the departments of Social Medicine and Family Medicine at the University of North Carolina at Chapel Hill School of Medicine, lead author of the study that appears in the Aug. 6 issue of the Journal of the American Medical Association.

"We just don't know how tribunals affect a society, whether they increase mental and physical disabilities or relieve them," Sonis says. Sonis and colleagues are now conducting a longitudinal study, funded by the National Institute of Mental Health, to measure the effects of the trials on Cambodians over time.

Preparation for the trials, co-sponsored by the Cambodian government and the United Nations, began in 2006, 26 years after the collapse of the Khmer Rouge under its leader, Pol Pot. The first public trial, of Kaing Guek Eav, leader of the notorious Tuol Sleng prison, where thousands were tortured and killed, began earlier this year. Accounts of the genocide estimate between 1 million and 2 million people were killed to create an "agrarian collectivism" a communist concept for an ideal society.

Between December 2006 and August 2007 Sonis and an international team of colleagues, including researchers from the Center for Advanced Study in Phnom Penh, conducted a national survey of more than 1,000 Cambodians age 18 and older; 813 were 35 and older and would have been at least 3 years old when the killings began.

More than 14 percent of respondents over age 35, and 7.9 percent of people 18 to 35, suffered from "probable PTSD" (respondents met criteria on a common questionnaire, but did not receive an official clinical diagnosis), which resulted in significant rates of mental and physical disabilities. Previous studies have reported higher rates of PTSD in Cambodians, but were mostly conducted among Cambodia refugees. The rate (11 percent) of probable PTSD among all Cambodians over the age of 18 was more than 5 times the rate among U.S. adults, based on the National Comorbidity Survey.

Among the older group, half said they were close to death during the Khmer Rouge era and 31 percent reported physical or mental torture.

Respondents who did not believe justice had been served, up to the time of the survey, and those who felt the need for revenge were more likely to have PTSD. Also, people who had more knowledge of the trial had higher rates of PTSD. Yet most Cambodians had highly positive attitudes about the trials.

Another paradox emerged from the respondents: Almost half of the respondents in this overwhelmingly Buddhist country thought the trials "go against the teachings of Buddha." However, when asked about attitudes toward the Khmer Rouge, 63 percent of respondents strongly agreed, and 21 percent agreed with the statement, "I would like to make them suffer."

Tribunals to assess crimes of war and crimes against humanity are becoming more common. In June, Charles Taylor, former president of Liberia, answered questions in an international courtroom in Paris about his alleged role in genocide in Sierra Leone in the 1990s. The International Criminal Tribunal for the Former Yugoslavia, a UN-sponsored trial, has been underway since 1993 and the International Criminal Tribunal for Rwanda since 1995. The Nuremberg Trials is perhaps the most well known.

The Khmer Rouge trials offer the opportunity to better gauge the efficacy of these trials, and those lessons hold relevance across a spectrum of injustice.

"The larger question raised by our study is whether attempts to promote justice for survivors of violence - whether en masse or inflicted by one individual to another - can help lessen its psychological toll," Sonis says. "We simply don't know the answers yet."

SRP MP Mu Sochua, who was ordered to pay a fine of 16.5 million riels by the PPenh municipal court on 04 August, left Cambodia on 05 August to travel to the US for a several weeks long visit for personal reason.

At the same time, she also asked her aid to appeal her case to the Appeal court on 05 August, in spite of the fact that she does not have a lawyer yet.

Before taking off in a commercial plane from Phnom Penh on Wednesday afternoon, Mrs. Mu Sochua told RFA that this is personal trip and she is not fleeing from the court.

Mrs. Mu Sochua said: “I go there for the school start of my child. I’m out until 20 September.”

Sok Serey: You are not fleeing…?

Mu Sochua: No! Quite to the contrary, my aid sent my case to appeal yesterday already, and the Appeal court summoned me for questioning in this case on 18 August. Because I will not be here, I asked for a delay.”

Ky Tech, Hun Sen’s defense lawyer, said in reaction to Mu Sochua’s appeal: “If she does not agree [with the verdict], she has the right to appeal. If she appeals, I must follow up on it.”

Regarding Mrs. Mu Sochua’s case, Am Sam Ath, director of Licadho’s investigation unit, said: “Her private trip overseas was planned long ago. Even if she is leaving, for the legal issue, Mrs. Mu Sochua still has the right to appeal. She can find another lawyer to defend her in her appeal. It is regrettable that she did not have a lawyer at the Phnom Penh municipal court to legally defend her there.”

Mrs. Mu Sochua’s departure on Wednesday 05 August 2009 took place only one day after the Phnom Penh municipal court handed her a guilty verdict for defamation, based on article 63 of the antiquated UNTAC-era law.

The human rights group Licadho issued a statement on Tuesday, condemning this injustice, it stated that the court is under the political influence of the Cambodian government.

The UN Office of the High Commissioner for Human Rights (UNOHCHR) in Cambodia also issued a statement on 05 August asking for a firm upholding of freedom and freedom of expression which are guaranteed by Cambodia’s constitution.

This is Pol Pot's house, a house built in the 1980s on top of the Dangrek Mountains a long the Khmer-Thai border and it has fallen into dereliction since it was abandoned 11 years ago.

The house, 8 metres by 12 metres, was built with bricks and bagged with concrete with underground tunnels crisscrossing beneath it. The house is surrounded with many fruit trees such as mango trees and other big trees that give a cool shade to the house surrounds. Two concrete water tanks were built near the house and an all-season lake is situated nearby to make sure that Pol Pot will never run out of water. There is also a cowshed measuring 1000 squared metres.

BeStDivX just released a horror/thriller movie called “Long Weekend” which is actually a remake of an Australian film from 1978 with the same name. The remake is directed by Jamie Blanks who directed other horror films such as Urban Legend, Valentine, and local Australian film Storm Warning (I thought Storm Warning was actually a pretty good horror for a fairly unheard of Aussie movie). A suburban couple take a weekend vacation in the hopes of repairing their relationship. They set out to an isolated beach where they encounter nature’s revenge.

Attempting to resurrect their failing marriage, Peter and Marcia set out on a camping trip to a deserted stretch of the Australian coastline in the hope that a long weekend in the sunshine will help them patch their differences. They are a careless couple, littering the countryside with garbage, shooting guns and even driving away after killing a kangaroo with their truck. Their callous disregard for the environment soon becomes apparent when animals start to seek vengeance. Marcia and Peter have proved themselves to be destroyers of nature. Will the animals allow them to leave or will mother nature exact her own destruction?

Previously this was only available on Xbox Live, but now SPARE have released the DVD version which has Part 1 and Part 2 of the Watchmen game on it and is region free! Part 2 isn’t on Xbox Live yet afaik. I played a bit of the first part on XBL and I got a bit bored, never completed it, but it’s an alright game.

Description: This action-brawler acts as the prequel to the story in the Watchmen graphic novels and movie. Taking place in an alternate history of the 1980s, the game stars the two masked vigilantes Rorschach and Nite Owl, and features a co-operative mode so that players can team up to beat down the bad guys. Watchmen: The End is Nigh will go beyond the film and delve into the characters, rivalries and challenges in a mature action-brawler.

This retail release of Watchmen: The End is Nigh includes both chapters of the epic Watchmen adventure. Part 1 takes place more than a decade before the film’s main story, delving into the partnership of urban vigilantes Rorschach and Nite Owl before the hero-banning Keene Act. In Part 2, the duo team up again as Rorschach contacts Nite Owl to help solve the case of a missing girl, Violet Greene.
